Before trying to figure out precisely what this sentence says, I’d like to point out that what the quote may say, in essence, is a polite variation on “Do not loiter”.
Actually, telling people not to do nothing is not the same as telling them to do something. You don’t care whatever they do or not do, or if they do anything at all. You only care if they do, or not doing it somewhere else.
